Quincy Mayor Thomas Koch continues to ignore The First Rule of Holes and is so looking to continue to increase locals’ well-warranted ill will.given his despotic ways.

After the Quincy City Council spent far more hours pouring through the mayor’s proposed Fiscal Year 2027 than any other city council slate in recent memory to see errors in it fixed and then fat cut, the mayor choice to override the arguably signature spending cut: in the mayor’s proposed budget: the defunding and thus elimination of the position of Director of Emergency Management as it was viewed to be appropriate.

A key reason was that other peer communities typically assigned the management of emergency management operations to a senior firefighter and provide administrative support.

With the City of Quincy already having a graduate of the Massachusetts Maritime Academy with a degree in emergency management in place as operations manager, eliminating the position of Director of Emergency Management only made perfect sense, not to mention that the director had no germane experience for the job as well as was pretty much a no show in his previous role as the Ward 1 city councilor until he was voted out of office last fall.

Plus, years ago during tough economic times, Mayor Koch laid off a retired fire chief who had been working half time to oversee emergency management and put the chief’s secretary — who surely but coincidentally was some sort aunt of the mayor — in charge.

This time, however, the mayor’s going against the city council’s budgetary and spending mandates is only asking for trouble given applicable state and local laws.

At least according to a memo authored by Quincy Quarry’s advisor for this very sort of technical matter.
