Quincy Quarry News endeavored to publish this week’s Fish Wrap as early as possible on the 250th anniversary of the birth of what later became the United States so that its news crew could chill as well as pop a few cold ones as the heat remains at Code Red levels, fire up the grill, and then settle in after chowing down to watch fireworks in the evening sky.
In turn, while this week’s scheming in Quincy’s City Hall was less incendiary in terms of the number of political arson fires lit in prior weeks, the Koch Machine arguably fired its biggest shot across the bow of the new Quincy City Council majority to date.

Quincy Mayor Thomas Koch announced that he planned to refuse to abide by the Quincy City Council cutting the funding for a little — if any — lifting $116,699 directorship and so plans to keep his hack hire dining at the public trough.

That and so bait the potential for as much as a five-fold pension benefit for the hack hire who is a former ward councillor who was decisively voted out of office via last November’s local election.
So what, however, for the fact that the city council approves the annual budget on a line item basis as well as that any significant moving around of so budgeted taxpayers’ money from one appropriated line item to another use absent the formal approval by the city council is arguably as well as variously illegal.

Further bold — if not also cheesy, Mayor Koch rolled out word of his plan to defy the city council as well as applicable law concurrently via planted coverage in the local weekly tabloid a day before the de facto Thursday evening start of the long Fourth of July holiday weekend.
The mayor was thus able to fend off well-warranted critical responses to his latest display of imperious arrogance over at least the 250th anniversary weekend of then colonials declaring their independence from a tyrannical British king.
Needless to say, it will surely prove interesting to see how the modern day residents of the home of one of the most senior members of the colonial rebel alliance will respond to the confabulated fear campaign promulgated by the mayor to justify his defying of the oversight authority of the city council.
That and — again — so concurrently violating putative applicable state law.
I saw where a former City of Quincy department head would be forfeiting his pension for committing crimes at his no heavy lifting city job.
What if another individual — for instance, say, a mayor — routinely violates campaign finance laws and takes money from developers (not in Quincy, of course, because Quincy politicians would never do anything like that), why is such an ELECTED official who routinely violates Campaign laws allowed to pay fines out of (GET READY) his campaign fund accounts?
Good ole Massachusetts Ethics Laws — created by crooked politicians to make sure they never have to part with a buck out of their own pockets even when they violate laws.
But of course OUR mayor didn’t know that his campaign was taking money from developers. Rather, he probably just thought that his campaign account was just multiplying like the loaves and fishes …
Not to be out done is the empty suit money grubber DiBona. He has taken over TWENTY-FIVE THOUSAND DOLLARS from the Hales. This does not include other officials at FoxRock. Now he is advocating for the mayor’s raise as well as one for himself.
DiBona has a short-term memory loss. Specifically, on election night be appeared on QATV apologizing for voting for the raises in 2025. Back when the former hospital site development was being objected to, DiBona told local residents that he would stand with them.
Not so, however, as when the vote to give FoxRock/the Hales the go ahead with the development, DiBona voted with the developer. Then low and behold in the weeks following, huge donations in the thousands from the FoxRock family and employees were deposited in DiBona’s campaign account along with similar donations to other now mostly former members of the city council.
Don’t blame FoxRock and the Hales as they are in business to make money. If sending thousands of dollars each year to select elected officials for their votes is needed, such is just a cost of doing business and a win win even it is at the expense of the good citizens of Quincy.

Dopey DiBona is shameless. He’s intimidated by women on the city council and his overcompensating and condescending comments to them along with his lack of self awareness are troubling. He’s an embarrassment to his name, his Daddy’s landscaping empire, and at his hack hire job with Norfolk County where even his fellow hacks laugh at him behind his back.
It was a mistake for the Council to not cut 10% across the board on the police and fire budgets. These excess monies found are just the beginning of finding Tommy’s hidden gold. Both chiefs had to be in on this and they have violated the people’s trust, if not also the Council’s. They, like all “City Employees”, are supposed to work for the city, not KOCH. Their allegiance should be to doing the right thing for the taxpayers. This is three card monte at a very high level. THE CITIZEN’S SHOULD DEMAND AN AUDIT OF ALL FINANCES, INCLUDING ALL ARPA MONEY SPENT. Maybe another ballot petition that the Clerk can try to toss out. We need the Feds to enter the fray and help clean up the fraud.

You are a bit hard on the police chief. After all, he saw the mayor’s nephew Randy Andy kicked off the force AND for the daily double saw him made ineligible for hire as a police officer anywhere else in the state.
You also failed to address DPW, Natural Resources, and Public Buildings.
At a minimum, heads should be on pikes. A lot of heads.
Finally, the city council so needs to cut up Tommy’s charge card.
The public safety budgets are inflated yet every year they “NEED” more. Obviously there wasn’t a real need for more if they are using their budgets to cover an unbudgeted department head’s salary. OTOH, I believe that The Council has to approve any such transfers of funds, however, per what I have been told the Koch Administration has been transferring funds as it pleases.
In short, the “budget” is just an e-document and the administration just does what it wants. In most cases department heads just kiss Tom’s rump.
I also see that “Elvira” — who runs a Facebook page coven — is totally obsessed with the City Council as well as that her group is full of Facebook “friends” whose names look to be similar to the usual connected money grabbers in no show jobs. Remember LaRaia’s book that didn’t put the real names but opted for names that sounded like the real ones?
When I hear see names that sound like MULVEE, DRAKEEO, BOWS, DONDINGDONG, SANTURRO, LANNAGAN, I think of the old game “Connect the dots.” All connected.
Imagine people, many ostensibly Catholic, believing that statues protect people. If Statues protected people we would have statues on aircraft carriers to Nubian Square. Praying to God or modeling oneself after a saint is admirable, but to believe that bronze statue “protects” people is downright INSANE. Please point to the section of the Catholic Catechism where the Church teaches that statues get you to heaven or offer protection.
Would people in workplaces stop cheating on their spouses if there were religious statues on public buildings? Would public employees stop cheating and leaving work early if there were statues of the saints there watching over them? Would elected officials not take illegal campaign donations if a couple of saintly statues were in the room when a developer was writing a check? Would certain public safety workers not have tried to hawk copper stolen from city owned and leased buildings if only St. Florian was watching over them?
There is even one State Trooper on the site with tons to say about the Council. Imagine that: a Mass State Trooper criticizing a group of elected officials! If there is a patron saint of corruption, Mass State Police should have one on their dashboards and on their hats.
Heck, they should put a saint’s statue in the passenger seat of every cruiser. We would have to reopen a local granite quarry up to get enough statues to protect the taxpayers from just the corruption of the Mass State Police alone.
