Quincy Police Chief Paul “The Beav” Keenan headed off to mandatory retirement today.  The Beav turned sixty-five and so had to turn in his service piece after forty years on the force.

No word, however, if the door tapped him on his tukas on his way out of Quincy’s police headquarters.

In any event, now-former Chief Keenan is nothing if not a survivor.

Things survived are numerous and but a few examples follow.

The Beav was a member of a group who, well, “collaborated” on taking the police sergeant’s exam with his fellow test-takers some years ago; fortunately for him, sanctions for cribbing were not imposed as the investigating body did not pull the trigger.

He latter ended up named police chief by one of his brothers-in-law, Quincy Mayor Thomas P. Koch even though the Beav was third on the Civil Service list and in Quincy the selection of a police chief it supposed to go to the first person on the list barring a compelling and formal statement by the mayor for doing otherwise.

And while chief, the Beav managed to survive the conviction of one of his senior officers for double-dipping as well as sometimes even triple dipping, now-disgraced former Quincy police lieutenant and now ex-con with whom the Beav was a regular golfing buddy partner as well as a rumored other sort of foursome partner.

The Beav also was per another City of Quincy official the head of the lead investigation of the $3,5 million cyberheist of funds from the City of Quincy’s employee pension fund. 

Not only did this investigation fail to recover any of the stolen funds, per Quincy Quarry’s review of things it would clearly appear that Quincy police failed to undertake the very basic standard step of at least seeing that the cyberheister’s bogusly obtained business license suspended and which in this instance would be very easy to accomplish.

And more recently on the Beav’s watch, the police department would appear to have done a solid for a state trooper who whacked a house in Houghs Neck surely but coincidentally shortly after last call.

Additionally, the Beav further dodged bullets over the slipping of his son onto the police force as well as the same for one of his nephews and who surely but coincidentally is one of Quincy Mayor Thomas P. Koch’s sons.

Fortunately for Quincy residents, the Beav’s successor is an AJ-squared away ex-marine.

And finally, although also surely but coincidentally, Quincy Quarry’s ever-growing legions of loyal readers should be sure to note that the incoming new Quincy police chief was key to seeing the above mentioned Quincy Police Department’s double and sometimes triple dipper end up convicted in federal court for his double-dipping.
