Former City of Quincy Senior Services Director Tom “Steak Tips” Clasby is facing sentencing in Federal Court shortly.
As such, an Assistant US Attorney tendered her sentencing memorandum for the Federal District Court Judge assigned to consider when determining the sentence to be imposed upon the admitted perp.
The recommendation: a 13 month prison sentence.
While many would understandably find a 13 months sentence for someone who variously stole at least $136,000 of local taxpayers and most especially seniors’ money.
Such a shorter sentence is typical for municipal and state employees found guilty of felonies tied to their job as they lose their pension benefits per Massachusetts state law and thus suffer upwards of a low seven figure de facto fine on top of a de rigueur restitution order when appropriate.
The sentencing memorandum also details how the perp long flaunted his thefts to his subordinates at the Quincy Senior Services Department.
The memo also talked up how the perp talked up how he was tight with his then-lifelong BFF Quincy Mayor Thomas Koch as well as concurrently threatened to sic the mayor on them if they ratted him out.
Even so, apparently a number of at least mostly female City of Quincy Senior Services employees eventually dimed out Steak Tips.
Further, the long abused employees would clearly have a solid basis to purse claims against the City of Quincy over their long-suffering a hostile workplace environment.
Unclear, however, if the mayor’s sister who long worked at Senior Services in a senior role was among those who dimed out Clasby even though it is the Quarry’s understanding that rumor has it that she spent upwards of $11,000 on legal counsel to prepare for her appearance before the federal grand jury which issued a true bill and so indicted Steak Tips for all manner of felony charges.

The sentencing memorandum also laid out how Clasby spent his ill-gotten games on a woman not his wife and so also dishonored his membership in church men’s group headed by Mayor Koch.
