With Quincy Mayor Koch’s proposed budget proposing serious raises for senior Koch Machine suits, Quincy Quarry has opted to spot check the performance of city departments.

In this instance, the City’s awkwardly named Traffic, Parking, Alarm, and Light Department (“TPAL”).

The traffic signal is still missing and such poses a readily liability risk for the City of Quincy and thus ultimately local taxpayers if someone is struck while crossing Burgin Parkway in the crosswalk given insufficient signalling.

Even so, the Director of TPAL is slated for a 15.5% raise to a new salary of $141,179 a year in Mayor Koch’s budget.

All in all, not bad for someone who not all that many years ago was but a substitute teacher as well as had no traffic management experience before he scored employment at the TPAL Department.

Conversely, his number two, the City of Quincy’s Traffic Engineer and who actually has germane education as well as holds an appropriate licensure, is only looking at a proposed 11% raise at a job where the market rate salary for someone with her skills is higher, if not much higher.

That and how her qualifications are also arguably thus better to much better than those of her boss.

The Quarry was also hoping to find out if the hit and run driver who whacked the pedestrian traffic signal had been identified and then duly cited for a moving violation as well as hit with the bill for replacing the whacked signal, however, the Quincy Police Department is not known for being forthcoming as regards pedestrian-related traffic accidents.
