Quincy city councillors approve Special Education school project despite financial worries.

In a breathtaking display of invertebrate behavior even for the Quincy City Counsel, the counsel yet again got squished like a bug.

In the wake of a properly made ask by a council member for more financial data – or to be more accurate, any consequential as well as valid data – after the promised no more than $5 million renovation cost soared to $14 million but which will probably in due course prove to be insufficient, the Koch Machine blew off the entirely legitimate ask for information.

Specifically, after long promising the council as well as so also paying lip service to the City of Quincy’s outside auditor and bond issuance financial advisor, Quincy Mayor Koch a few years ago promulgated a vague, near cocktail napkin grade, outline of a five year capital improvement plan. 

Nowhere in this plan, however, was there even the hint of a but tenuous glint of this proposed Special Education facility.

Apparently, the dog ate that page of his homework.

Instead, in a breathtakingly arrogant and imperious case of L’etat c’est moi, Mayor Thomas P. Koch responded to the council’s only proper ask as follows:

“When the mayor submits an appropriation request, that is the clear indication that the administration considers the specific project, in this case a learning center for our young people with special educational needs, a priority.”

In other words, whatever Tommy wants, Tommy gets regardless of any and all obvious concerns.

Then again, it is surely but a coincidence that this latest city project involving a land purchase which helps out a seller with ties to Quincy Mayor Koch and might be in a problematic financial or otherwise related jam.

Further problematic, the Koch Maladministration’s claims that bringing students on the Autism Spectrum who are currently outplaced at admittedly expensive specialized programs back to a Quincy public school facility for servicing will save local taxpayers money appears to be suspect,

As reported previously, Quincy Quincy’s Financial and Other Affairs desk has reviewed the Koch Machine’s so-called proforma and found it wanting

Again, problems include that upwards of a million dollars in annual personnel costs appear to have not been considered as well as a good case can be made that upwards of a half million more in other annual costs also appear to have been, well, “overlooked.”

In turn, so revised projections would indicate that the program will run an accumulated deficit until 2030 given a million dollar more annual expenses or in the red until at least 2037 if the Koch Maladministration’s expense calculations are a million and half short.

With the past as prologue when it comes to the Koch Machine, the ever growing legions of loyal Quincy Quarry readers thus know to take the over.

In closing, while Quincy Quarry is all for doing what all can be reasonably done to improve local schools and key members of its staff have long both worked for as well as supported same, the Quarry does not look favorably upon dubious claims of financial alchemy, especially when the underlying numbers appear as fake as limited edition micron layer coated fake gold coins offered for sale on late night television.
