Normally, the local State of the City address is presented in the first part of January. This year, however, the address was delayed by the COVID-19 pandemic, including that Mayor Koch was secretly out sick with COVID-19 for a few weeks at the start of 2021.
Standard and Poor has slapped the City of Quincy with a negative outlook on its credit rating.
In fact, more likely not until sometime in 2024 or thereabouts per the findings of the study.
