In what has long been anticipated in the Quincy Quarry News newsroom, federal prosecutors will be giving rise to the first of likely many federal court appearances by the former head of the City of Quincy’s Elder Services Department this afternoon at 12:45 pm this afternoon following his arrest earlier today per Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division.

The former department head and now also former longtime BFF of Quincy Mayor Thomas P. Koch has been indicted for embezzlement of city funds as well as perhaps also some outside grant money funds.

In what may be US Attorney for Massachusetts Joshua S. Levy’s s last case filed over alleged public corruption given the impending official date of his already submitted resignation, the announcement this morning laid out that at least $55,000 was allegedly embezzled as well as posed the likelihood that even more funds were likely stolen.

Per the official announcement:

“The charge of embezzlement provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of up to $250,000. The charges of mail and wire fraud provide for a sentence of up to 20 years in prison, three years of supervised release and a fine of up to $250,000. The charge of interstate transportation of stolen property provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of up to $250,000.”

While a pleading out is possible to perhaps likely, it would still clearly appear that the alleged embezzler will be losing his city pension benefits given that he is all but assuredly looking at pension-voiding felony convictions on multiple counts.

Unless, that is, the purported perp might have a bigger fish to rat out to the feds so as to endeavor to score a plea deal.

Also noted via today’s announcement by the feds was appreciation of the assistance provided by the Quincy Police Department early on in the investigation.

At same time, both when word of suspected embezzlement first broke in April of last year and given a read of the feds’ press release today, the nature and range of the alleged acts of embezzlement screamed of a likely inexcusable and long-ongoing lack of at minimum proper financial oversight by other City of Quincy officials of at least the operations of City of Quincy’s Elder Services operations.

No word, however, has been heard by any of Quincy Quarry’s myriad of sources of anyone facing internal sanctioning for apparently failing to do even merely but basic sorts of duly monitoring the books.

Further disconcerting is how one of Quincy Mayor Thomas P. Koch’s sisters was the longtime second in charge at Elder Services before she retired.

Additionally troubling is that the mayor’s sister is said to live in a nice and affordable senior housing complex tied to the City of Quincy even though it would appear that she should not have been able to score tenancy given her former job and relationship to the mayor.

And perhaps even more problematic for Mayor Koch is that the New York Post as well as various national media outlets have joined essentially all regional media in covering this sordid scandal after Quincy Quarry was among the first media to break this ultimately breaking badly bad news© for the Koch Maladministration, especially as this gone viral coverage will likely continue to break badly upon the Koch Machine until at least federal prosecution(s) are completed.
