In what has long been anticipated in the Quincy Quarry News newsroom, federal prosecutors will be giving rise to the first of likely many federal court appearances by the former head of the City of Quincy’s Elder Services Department this afternoon at 12:45 pm this afternoon following his arrest earlier today per Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division.
The former department head and now also former longtime BFF of Quincy Mayor Thomas P. Koch has been indicted for embezzlement of city funds as well as perhaps also some outside grant money funds.
In what may be US Attorney for Massachusetts Joshua S. Levy’s s last case filed over alleged public corruption given the impending official date of his already submitted resignation, the announcement this morning laid out that at least $55,000 was allegedly embezzled as well as posed the likelihood that even more funds were likely stolen.

Per the official announcement:
“The charge of embezzlement provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of up to $250,000. The charges of mail and wire fraud provide for a sentence of up to 20 years in prison, three years of supervised release and a fine of up to $250,000. The charge of interstate transportation of stolen property provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of up to $250,000.”
While a pleading out is possible to perhaps likely, it would still clearly appear that the alleged embezzler will be losing his city pension benefits given that he is all but assuredly looking at pension-voiding felony convictions on multiple counts.
Unless, that is, the purported perp might have a bigger fish to rat out to the feds so as to endeavor to score a plea deal.
Also noted via today’s announcement by the feds was appreciation of the assistance provided by the Quincy Police Department early on in the investigation.
At same time, both when word of suspected embezzlement first broke in April of last year and given a read of the feds’ press release today, the nature and range of the alleged acts of embezzlement screamed of a likely inexcusable and long-ongoing lack of at minimum proper financial oversight by other City of Quincy officials of at least the operations of City of Quincy’s Elder Services operations.
No word, however, has been heard by any of Quincy Quarry’s myriad of sources of anyone facing internal sanctioning for apparently failing to do even merely but basic sorts of duly monitoring the books.
Further disconcerting is how one of Quincy Mayor Thomas P. Koch’s sisters was the longtime second in charge at Elder Services before she retired.
Additionally troubling is that the mayor’s sister is said to live in a nice and affordable senior housing complex tied to the City of Quincy even though it would appear that she should not have been able to score tenancy given her former job and relationship to the mayor.
And perhaps even more problematic for Mayor Koch is that the New York Post as well as various national media outlets have joined essentially all regional media in covering this sordid scandal after Quincy Quarry was among the first media to break this ultimately breaking badly bad news© for the Koch Maladministration, especially as this gone viral coverage will likely continue to break badly upon the Koch Machine until at least federal prosecution(s) are completed.

At the same time, thank you for reminding the Quincy Quarry layout editor of a old Google Maps image of the mentioned senior housing complex in the Quarry’s photo files.
I wonder if anyone ever investigates campaign “Donations” whereby “some” donors get hired for and promoted in City of Pre$ident$ jobs. After all, when I see homemakers in Newton making huge donations to Quincy politicians it makes me think how wonderful it is to see often elderly homemakers and their retired husbands interested in Quincy politics in spite of never having lived in Quincy.
Same/same when you see the Civil Service list for police & fire hires — it’s hard to distinguish them from the campaign donation sheets. Some politicians take bribes and some steal while others do it the “honest” way and let the money flow through their campaign coffers. It’s interesting to watch some of the donations to campaigns by City workers and their family members. That and how when these contributors retire from their city jobs they suddenly lose interest in local politics. Almost as though ……. Nah, that would be illegal!
No argument, Massachusetts Office of Pollical and Campaign Finance candidate and elected official report filings are a font of usual information, if not also wicked hoots.
At the same time “honest” is not a word I would have used. Allowed as well as to also arguably points ignored is more accurate.
The indictment further alleges that Clasby arranged for the city pay over $38,000 to a New York consulting company owned by Clasby’s friend. The consulting company never provided goods or services to any City department. Instead, Clasby’s friend allegedly cashed the City checks and delivered the cash to Clasby at a rest stop in Framingham, Mass., a ferry terminal in Bridgeport, Conn. and at the friend’s New York apartment. The indictment further alleges that, starting in June 2021, Clasby stole the vast majority of cash receipts generated by the Department of Elder Services at the Kennedy Center in Quincy.
So, who signed off on this check? Other heads should roll as well.
Further, what other checks have been fraudulently issued.
F&B, First off, unless Clasby pleads out, expect all sorts of people to be subpoenaed to testify and have to answer all sort of embarrassing question at trial. How embarrassing? Likely even more so than what happened during the QPD double and sometimes even triple dipping federal prosecution. .
Next up, State Auditor DeZoglio would have a field day if she were called in to audit JUST the City of Quincy’s stated financial control practices versus actual practices, however, such is about the last thing the Koch Machine would care to see happen as such has long been know to be case as well as fueling Koch’s goal of being mayor for life.
Frank, I so wanna know if and when the perp’s friend who is said to have helped the perp embezzle $38,000 is going to also be indicted. For example, are RICO charges impending?
There have been cases going back 50 yrs of corruption in Quincy. Do some digging about grave sites that were sold back in the 1970’s by public officials. All swept under the rug… I bet the narratives are missing today. Some of the names might sound familiar. Oh…. There is more….. Much much more. A lot of things never get out into the media but I bet there is an audience of citizens who would love to hear some stories you won’t read in the Quincy Sun archives. Over the next few months I am going to take a walk down memory lane!
Respectfully, only 50 years? Next, patience grasshopper as the Quarry keeps digging up the dirt and then busting stones.

They only get caught when the feds come in — they all know no one watching. All departments must be audited. Mayor Koch is either corrupt or his name should be Colonel Klink.
Quincy where the potholes have more longevity than some of our public officials’ careers. Another day, another headline about someone dipping into the cookie jar. You’d think running a city department would be challenging enough without also having to juggle the logistics of embezzling funds. Maybe we should just start naming scandals after city landmarks ‘The Granite Grift,’ anyone?
But hey, at least Quincy is consistent. Between historical preservation and keeping federal prosecutors employed, we’re really doing our part. Maybe this former department head can do a TED Talk one day: ‘From Civic Duty to Federal Indictment: A Quincy Success Story.’ Until then, I guess we’ll all just have to keep asking: Is it something in the water, or are we just this good at picking ’em?

Just an update on the King’s sister living in elder housing. The whole of the complex has new siding but she is the only one with a central a/c system (while the other really elderly tenants have to haul in their own very heavy window units) as well as some high-end interior appointments. It’s good to be the King’s sister but is this legal???
