Quincy Mayor Thoms P. Koch announces a near eight percent budget spending increase proposal for Fiscal Year 2023

In what is a gobsmacking proposed increase in spending even by the expectations of a well-known to be profligate big spender, Quincy Mayor Thomas P. Koch’s proposed 7.7% spending increase for Fiscal Year 2023, roughly a thirty-five million dollar increase from the final Fiscal Year 2022 budget figure, caught even the jaded Quincy Quarry News crew by surprise.

At the same time, Mayor Thomas Koch’s budget presentation was rife with darkly amusing bits of doublespeak that would have left even George Orwell shaking his head.

For example, Mayor Koch’s said with a straight face that his proposed budget was “level-funded” from last year’s other than when costs had increased.

So what, apparently, for the fact that the proposed budget includes roughly a dozen or so new hires and – again – proposes a thirty-five million dollar spending increase from last year’s budget.

Also darkly amusing was Mayor Koch’s follow-up claim that his peeps had worked hard as well as creatively to develop his budgets in recent years.

Again, so what for the fact that his just announced proposed Fiscal Year 2023 budget was claimed to be level-funded from previous years and thus unchanged except for where costs went up, new hires proposed, and various new spending initiatives.

As for any particulars, however, such is not available even though Mayor Koch promised that his Fiscal Year 2023 budget proposal would be made available today as early afternoon today the budget had not yet been provided to city councilors nor had been posted on the city’s website when this Quincy Quarry article was published.

Then again, the City of Quincy has had a long-ongoing run of problems with its online presence.

Even so, Quincy Quarry’s ever-growing legions of loyal readers can count on the Quarry’s beancounters to put on their hip boots and then make their way through all of the bovine byproduct passed in his budget proposal.
