The Feds’ National Oceanic and Atmospheric Administration still has New Bedford’s former fishing mogul Carlos “The Codfaher” Rafael in its crosshairs.

NOAA has issued superseding charging documents in its administrative case against convicted fish poaching felon and now federal prison inmate Rafael.

In its revised filings, NOAA is seeking to increases monetary penalties imposed upon the Codfaher from $983,528.00 to $3,356,269.00 as well as revoke both forty-two of his federal fishing permits and the operator permits for 19 of Rafael’s former fishing vessel ship captains.
