Attleboro’s scandal-plagued mayor-elect cops a plea on campaign finance violations.
Paul Heroux, an Attleboro Democrat who also came under fire for his plans to continue to serve as a state representative while also serving as a mayor, has settled his campaign finance violations as per an announcement on Thursday by the Massachusetts Office of Campaign and Political Finance.
Heroux’s campaign finance issues date back to 2015 and 2016, including inadequate disclosures, prohibited contributions, poor record-keeping and personal use of campaign funds.
As part of his settlement agreement with the Massachusetts Office of Campaign and Political Finance, not only is Heroux so obligated to pay out $2,500 from his own pocket, he has also agreed submit to an “enhanced” reporting schedule for 2018 and 2019 as well as having to file additional paper reports during this manner of an arguable term of probationary status.
This is not the first time Heroux has found himself in hot water.
Not only was Heroux outed last summer over his not really wanting to run for mayor of Attleboro, he has also yet to submit a formal resignation from his State Representative as he promised he would do after being torched by both Governor Charlie Baker and the Boston Globe over his original plan to double dip by keeping his state rep post after he was sworn in as mayor in January.
Quincy Quarry fully suspect that the reason Heroux has yet to submit his promised resignation is that he is now planning to not do so until after the first of the year. This way he can endeavor to scam both a double counting of calendar year 2017 towards the calculations toward his eventual government pension calculations as well as also garner vacation and sick time due him from his state rep job that accrues as of New Year’s Day.
At the same time, the Quarry has no clue as to how goes the lovelorn Heroux’s lovelife is going these days.

Insiders in Attleboro expect the resignation on January 2 which makes QQ’s theory very likely.
Things just aren’t going well for the Beacon Hill Swamp this month. Rosenberg, Joyce and now Heroux. He’s not going to resign, he will resign, he may not resign. Final answer: He will resign January 2. Doesn’t sound like a very decisive guy, however, and now he gets caught dipping into his campaign account. I’m sure it must be an inadvertent bookkeeping error by his campaign fund treasurer.
By delaying his resignation, Heroux was expecting a March special election when turnout would be heavy for a vote on a new high school. Now that the high school vote is delayed, watch for DeLeo to hold off on a special election until the fall primary. There are a few people lining up for that seat and DeLeo wants to control who gets it. Manipulating the date of the election is an old yet still often successful trick in the Swamp’s bag of tricks.
