Quincy City Council candidate Ian Cain facing a caning over campaign fund irregularities?
As part of Quincy Quarry’s ongoing review of candidates for local political office this election season, it happened upon a number of apparent irregularities in Ward 3 City Council seat candidate Ian Cain’s mandatory bank statement filings with the Massachusetts Office of Campaign and Political Finance.

Perhaps the most glaring anomaly of a variety of concerns is that 54% of the campaign contributions that appear to have been received by the Cain Committee campaign fund do not appear to have been properly included into the running balances of the campaign’s bank account balance.
The total amount of these apparently stray contributions was also not noted on the Cain Committee’s summary report cover sheet filed with the Massachusetts Office of Campaign and Political Finance for the period during which these suspected campaign contributions were apparently received.
Fortunately for Quincy Quarry readers, the Quarry knows how and where to look to uncover campaign fund irregularities well as who to contact to report any such findings.

It would also appear that at least another $11,535.31 is listed as added into the Cain Committee bank account per the Cain Committee’s Office of Campaign and Political Finance filings; however, no details were provided as to who all provided this money as per applicable Massachusetts campaign finance reporting rules and regulations.
Further troubling, a review of the Office of Campaign and Political Finance Office online Correspondence file for its correspondence with the Cain Committee would suggest that the suspected problems with Cain’s bank account filings are both less than fully addressed at this point as well as also appearing to be far from duly resolved.

Quincy Quarry considered reaching out to Cain campaign advisor Vinnie Veritas for comment; however, it decided to not bother as it is well known to anyone familiar with the local political scene that Vinnie never responds to valid questions asked of him, much less is he known for veritas in the first place.
Regardless, what is currently unclear is just exactly how much Mr. Cain has raised in his first run for local political office or how much he actually had left in his campaign’s bank account as of the end of September – $7,548.53 in the bank as reported, as much as $18,342.55 instead or perhaps something else entirely.
This accounting mess is particularly troubling, at least it is to Quincy Quarry, as candidate Cain makes much about his earning an MBA at Duke University on his campaign website.
Apparently, Cain is not so able when it comes to accounting, his MBA degree notwithstanding.
Expect Quincy Quarry to continue to monitor these anomalies until they might eventually be duly resolved.
