Scandals and such continue to plague the Koch Maladministration and in this latest round of embarrassment for Quincy Mayor Thomas Koch in particular, a Rule 11 Hearing scheduled for this morning for an expected pleading out by former City of Quincy Director of Elder Services Thomas “Bourbon Steak Tips” Clasby was instead continued.
Counsel for the defense had asked for the hearing so that her client could plead out, only to instead end up questioning $8,000 in cash conservatively projected by FBI investigators to have been purloined and so added into a roughly $120,000 restitution order that was expected to be part and parcel to today’s pleading out.
Plus, who wants to face a sentencing hearing during the end of the year holiday season?

Needless to say, her honor was not amused as the $8,000 is both short money as compared to the amount of the expected restitution order and something that can be finalized subsequent to pleading out, not to mention that it was the defendant’s counsel who had called for today’s Rule 11 hearing so that her client could plead out.
In any event as well as under the circumstances, the judge so scheduled a short and thus speedy trial date in late February for a relatively simple matter. Her honor also posed the opportunity for the defendant to reach out sooner if matters expected to be resolved today could be resolved before the case might go to trial early next year and so risk rolling the dice.
Further, as the judge was just assigned the case and over what expected to close out things today with a guilty plea, she quickly reviewed particulars and so noted that as a first time offender the defendant was looking at an eighteen month stay at a Club Fed as a guest of the Federal Bureau of Prisons.
Unclear today, however, is if so as to trim time served if the defendant has proffered evidence up the food chain, is otherwise willing to flip on someone whom Steak Tips is said to have been the best man for his wedding or perhaps has something to trade on the groom’s sister as she has enjoyed living in very nice affordable senior housing that she would appear to variously be ineligible to reside.
The Quarry was also not able to find out what likely happened to the steak tips that were bought with stolen funds, however, the Quarry did find out who to contact to inquire where the beef went.
