— Quincy Massachusetts News by Quincy Quarry News – News, Opinion and Commentary
Quincy Quarry’s media brethren at Boston 25 News broke the long-awaited news about an ongoing sex scandal and arguably worse involving now-former Quincy Police Department Detective Andrew (“Randy Andy”) Keenan.
The breaking badly bad news© broke badly for Randy Andy.
The bad news also broke badly for already under fire Quincy Mayor Thomas P. Koch as Randy Andy is one of Mayor Koch’s nephews.
Further problematic, Randy Andy is the son of the somewhat recently retired former Quincy Police Chief Paul “The Beav” Keenan and who is one of Mayor Koch’s brothers-in law.
Surely all but coincidences, however, in a city fraught with such coincidences.
Breaking: A source tells me Quincy Police Detective Andrew Keenan has resigned.
-In August, #25Investigates reported Keenan was accused of sexting a woman with disabilities in 2017.
-His father was the Police Chief at the time and the 2017 investigation was never documented in…— Ted Daniel (@TedDanielnews) April 26, 2024
Now former Quincy Police Detective Andrew “Randy Andy” Keenan was placed on paid administration last summer given the “discovery” of problems with the Quincy Police Department’s handling of his engaging in sexting with a female who has personal problems and living in a group home care facility in 2017.
Adding to the problems for Randy, he knew the female from his time working where she lives before he become a police officer and thus surely knew of her developmental shortcomings.
In brief, how things were handled in the past by the Quincy Police Department was subjected to pointed media questioning as well as so ended up revisited by Quincy’s new police chief.
In turn, an outside attorney who handles police and other sorts of misconduct cases was tasked to review matters as well as things were also referred along to the Massachusetts POST Commission.and which certifies local police officers’ suitability to serve as police officers.
The outside review was completed and it was negative as regards Randy Andy continuing to serve as a police officer.
Upon hearing word of the finding, the current Quincy Police Chief said that Randy then resigned all but immediately.
This has since been confirmed by new Quincy Police Chief Mark Kennedy. He tells me Keenan resigned, effective immediately, last night

Randy Andy is no stronger to controversy.
Specifically, how he ended up on the Quincy Police force was cited for irregularities by the Massachusetts Civil Service Commission; in short, applicants who were higher on the hiring list as well as are veterans were bypassed so to instead hire Kid Keenan and who is not a veteran.
Needless to say, news of Randy Andy departure from the police force for cause also only compounds personnel problems for Mayor Koch as in the past week a City of Quincy Department and longtime BFF of the mayor was placed on paid suspension over apparent financial improprieties.
That and how Koch is being pilloried over a proposal to roughly double or more his salary.
In short, Only in Quincy …
Well, well, well, looks like the apple doesn’t fall far from the tree in Mayor Koch’s family tree. Perhaps instead of sexting scandals, they should consider a career in soap opera writing. Quincy’s finest indeed, but apparently not in the way we hoped. Keep it classy, Quincy!
When this first became public, who decided to place Andrew Keenan on PAID administrative leave? Who decided to give him a paid vacation since last Summer? Should this administrative leave been UNPAID?
Now that we have lost the services of Andrew Keenan, I certainly hope their is another cousin or nephew of one our elected or appointed officials who is as well-qualified as Andrew Keenan was to fill his now vacant shoes!
