Rockland female Selectman out after she is blamed for a sex scandal and which has been suspected to have been the case by at least one other muckraking observer other than Quincy Quarry.
In what has so far been a relatively quiet summer for political exposés, things heated up in Rockland last night when a female Selectman and Quincy native resigned after a six-week investigation concluded that the female selectman had pressured Rockland’s now-suspended Town Administrator into sexual activity after hours at town hall after a widely alleged late night of drinking on a school night.
At this point, the remaining members of selectmen will decide on the currently suspended Town Administrator’s future next week.
Discrimination and Harassment Solutions LLC was hired in May to investigate allegations of inappropriate behavior.
At its meeting Tuesday night, Rockland selectmen discussed the firm’s findings and voted to release the town hall surveillance video footage at the heart of the scandal to all who have requested it.
At the same time, however, the Board of Selectmen only released a brief summary of the investigation’s findings stemming from a May 1 late night encounter inside of Rockland’s Town Hall.
“I (can) substantiate … (the suspended Town Administrator’s) … allegation that on May 1 and 2, 2018, … (the female selectman) … used her position as member of the board of selectmen, who is actively reviewing and will soon be voting on a contract extension and salary increase (for him), to pressure him into engaging in sexual activities with her,” said Discrimination and Harassment Solutions LLC attorney Regina Ryan.
The male Town Administrator was placed on paid administrative leave shortly after the now-former female selectman accused him of behaving inappropriately.
He has vehemently denied the allegations and said it was her who made the inappropriate advances.
Rockland Town Attorney John Clifford said last night the video would be released today to those who have duly requested it and then did so this morning.
The Town Administrator has held the positon since 2008 and his fate is will be addressed when what remains of the Board of Selectmen meets next Tuesday.
Said Rockland Town Attorney John Clifford, “(while the now-suspended Town Administrator) … was found to not have violated the town’s discriminatory harassment policy, other serious misconduct was identified in the investigation.”
Even so, Quincy Quarry expects all manner of legal actions to be filed by suspended Town Administrator against a variety of parties.
Previous twists and turns in this tawdry affair include that a lawyer for the now-resigned in disgrace female Selectman filed a motion last month to block the Town of Rockland from releasing the video, only to drop the motion two days later.
The motion included an affidavit from (the male, ed.) Chairman of the Rockland Board of Selectmen accusing the Town Administrator of telling town employees and public officials that the (now-former) female selectman “was a sexual predator who aggressed upon him and forced him to allow her to perform (a sexual act) on him.”
At a subsequent selectmen meeting in June, a selectman said the chairman made a “fatal mistake” in his reactions to the allegations of misconduct, but did not elaborate.
The chairman’s involvement was also investigated by outside investigator Discrimination and Harassment Solutions LLC, but the Rockland Board of Selectmen declined to formally discuss same last night.
Instead, the Board of Selectmen voted to reorganize Tuesday and so opted to then depose the chairman by naming a new Chair of the Board of Selectman as well as named a new Vice Chair as such was the position formerly also held by the now-resigned in disgrace former female selectman.
“If you want to recall these people or remove him (the now former Chair, ed.) from office so we can move on with the business of this town, then please do that,” Rockland Selectman Larry Ryan said. “We can’t vote to do anything with (the now former chairmen other than strip him of his chairmanship, ed.).”
One meeting attendee asked how residents were supposed to make a decision to recall the now-former chair from his selectman seat if they didn’t know what he had done (as the full investigation report has yet to be released to the public).
After last night’s Board of Selecmen meeting, suspended Town Administrator’s private attorney Adam Shafran, released a statement urging the remaining Board of Selectmen to release the full investigation report.
Attorney Shafran says the full investigation finds the now-resigned female selectman presented herself as a victim from the start as well as had been having an “intense physical and emotional affair” with the now also former Chairman of the Board of Selectmen.
“(The now-suspended Town Administrator) is disheartened that the Rockland Board of Selectmen has voted not to allow a further disclosure of the investigator’s findings, which lay out the disturbing conspiracy of lies concocted … to smear the reputation of … (my client) … for their own personal and political benefit.”
My client “… urges the Board of Selectman to release the full 29-page investigative report so that the residents of Rockland are given all the facts regarding this case. Only then will the public understand the full scope of … (the former female Selectman and former Chair of the Board of Selectmen) … Kimball’s egregious conduct.”
Conversely, the former chair said that he would not comment on the nature of the allegations made against him.
At the same time, it would appear that a regional muckraking media outlet has already been copied with the investigation report.
Needless to say, Quincy Quarry is expecting a long and hot summer to continue to rock Rockland for at least awhile longer.

Chiocca appears to be holding all the cards. He can initiate a civil suit against the town and walk away with a nice settlement if he agrees to stop talking about the 29 sordid pages. Or he can wait for the investigation results to be released or leaked on their own, be vindicated and then file a sure bet lawsuit. Then he get his ultimate revenge. He’ll get what every Rockland resident really wants: to be a Hingham resident.
