Quincy Councillor Brian McNamee exposéd how Mayor Koch has cooked the City of Quincy’s books.

The recently departed councillor has detailed changes in one of the many ways that the Koch Maladministration abuses local taxpayers: it took the local water and sewer service books off the books of the City of Quincy’s annual budget and then away from the public review.

The below featured 2008 video of clip from a Quincy city council meeting features the now late Brian McNamee exposing this creative accounting undertaking by the Koch Maladministration.

McNamee was able to forthrightly explain this creative accounting as not only was he a CPA, he also was for a time the finance director of a large North Shore water and sewer district.

Among other things noted, McNamee noted how this bookkeeping slight of hand change performed during 2008 took $33 million out of the city’s annual budget and then moved these millions into separate sets of off the books books.

It is also important to note that these now separately accounted water and sewer books have subsequently never been made available by the Koch Maladministration for ready review by the public.

Additionally, as noted by McNamee in the video, these accounting changes further shifted $1.7 million in overhead costs out of the annual budget and onto the – again – not made available to the general public water and sewer departments books.

In turn, this particular change so allowed Koch Maladministration to have the same $1.7 million to available to spend elsewhere within the city’s main annual budget while at the same time providing the illusion of not increasing this level of spending on other things within the city’s annual budget.

Adding additional insult to also expensive injury, in the years since, the annual water and sewer budgets – per Massachusetts Department of Revenue data – have grown considerably, with the end result that local water and sewer rates have since skyrocketed by a noted 49%, roughly four times greater than the rate of inflation over the same time period.

While McNamee did not call these changes legerdemain, Quincy Quincy would suggest that this shuffling of money was at least a financial shell game scam grifted upon local taxpayers as well as local water and sewer users by the Koch Maladministration so as to allow it to then play all sorts of other games with the city’s books.

That and spend even more taxpayers’ money in ways stealthy and thus off the radar screen.

As such, one can only assume that Brian is either looking down – or perhaps up – as he enjoys a good laugh while now on the Other Side given that his savvy accounting exposé video will likely last forever in cyberspace.

Whether – or not – Quincy Quarry is to be provided with more insights from Brian remains to be perhaps be channeled to the Quarry.
