Quincy’s Number One Ward Heeler facing new ethical problems.
As long promised, Quincy Quarry is finally publishing its latest exposé in addition to previous ones that the Quarry has published on Quincy’s Number One Ward Heeler.
Courtesy of Quincy Quarry sources both high but mostly low, the Quarry is aware of new complaints that have been filed on the ward heeler with not only the State Ethics Commision, but also with other state enforcement entities.
That and how follow up has followed from among those entities that were contacted.

The key issues follow.
Earlier this year, the ward heeler stated on the record that she had set up a steering committee to pursue her apparent dream of seeing a $5 million public landing and marine center developed on the tip of Hough’s Neck right next to a private yacht to which she is said to belong.
The ward heeler further noted that she had named an abutting restaurant owner as a member of her ad hoc, if not arguably rump steering committee.
Then late last spring, the ward heeler commenced to champion the City of Quincy’s purchase of the restaurant’s parking lot as a key preliminary step for her grander plans for a far larger marine center than the current facility.
So what, apparently, for the obvious to most everyone but the ward heeler apparent conflict of interest of the purchase proposal given that the restaurateur is a member of her rump committee or how the whole of the proposal is further fraught with issues.

Further problems include that it was contemporaneously reported in the South Shore Broadsheet that the restaurant was behind in its local property taxes as well as that the restaurant was further burdened by an apparently long outstanding loan owed to major supporter of Quincy Mayor Thomas P. Koch and which the lender would appear to hope to finally see repaid, if not paid off long ago.

Other problems included that the ward heeler still opted to press for the City Council to vote on moving forward with ultimately her proposal to purchase the parking lot late last spring in spite of the fact that the restaurant is (currently, ed.) required to have its current level of off street parking capacity parking lot per local operating permit requirements and would thus be out of compliance with applicable code if it were to sell its parking lot.
Further problematic yet, as the local boating season is only active for roughly 5 months a year, one can only reasonably assume that the restaurateur is at least tacitly expecting that his patrons will be able to enjoy ready access and likely to be free use of the proposed city parking lot for at least 7 months out of the year.
Fortunately, in a rare display of spinal rectitude, the council pressed her to postpone consideration of her parking lot purchase proposal to be funded with taxpayers’ funds to the clear as well as suspect benefits of a private business.

Numerous as well as obvious problems with just this point alone in the greater context, the ward heeler apparently sees nothing wrong.
Then again, this lack of vision may be clouded by the fact that the restaurateur hosted a number of apparently pro bono reelection campaign events for the ward heeler earlier this year.
Expect Quincy Quarry to continue to follow this and the myriad of other apparent ethical as well as other obvious shortcomings of Quincy’s Number One Ward Heeler.
